Montrose County Names New Public Health Director

MONTROSE, COLO. - Montrose County is pleased to announce the selection of Jacqueline Davis MHA, FACHE as the new Montrose County Public Health Director. A Montrose native and resident, she is an experienced public health and healthcare executive. Davis brings more than 18 years of leadership experience in public health, healthcare administration, communications, emergency preparedness, and long-term care.

Davis joins Montrose County from Delta County Public Health, where she has served as Public Health Director, overseeing public health programs, clinical services, emergency preparedness, environmental health, and WIC operations.

“Jacqueline brings a strong combination of public health experience, healthcare leadership, and an understanding of the unique needs of communities on the Western Slope,” said Montrose County Manager Joe Kerby. “Her experience building partnerships and strengthening organizations will be a tremendous asset to Montrose County Public Health and the residents we serve.”

During her tenure with Delta County, Davis has focused on strengthening public health services, organizational performance, and employee retention. Her leadership has included clinical services, immunization programs, communicable disease response, environmental health, emergency preparedness, and a range of grant-funded public health initiatives. Throughout her career, she has emphasized building strong programs, supporting staff, and developing effective partnerships that expand access to essential public health services and meet the needs of the communities she serves. 

Davis has worked closely with Montrose County through existing regional partnerships, including a multi-county WIC partnership designed to expand access, strengthen clinical coverage, and improve operational efficiency. Throughout her career, she has worked with healthcare systems, elected officials, community organizations, and state and regional partners to improve access to care and address public health priorities across the Western Slope.

“I am honored to have the opportunity to serve Montrose County,” said Davis. “I look forward to working alongside the talented Public Health team, building on the strong work already underway, continuing to strengthen partnerships that help us better serve our community and region, and expanding access to essential public health services.”

Prior to joining Delta County Public Health, Davis served as Director of Marketing, Communications, Public Relations and Public Information Officer for Delta Health. 

Davis holds a Master of Science in Healthcare Administration from Ohio University and a Bachelor of Science in Kinesiology and Exercise Science from Colorado Mesa University. She is a board-certified Fellow of the American College of Healthcare Executives and was selected to participate in the 2026 National Association of Counties Public Health Leadership Academy. Davis also serves as Board Chair for River Valley Health Center, member of CMU Montrose Advisory Counsel, and on the Colorado Association of Local Public Health Officials Policy Committee.

As Public Health Director, Davis will lead Montrose County Public Health programs and services while working with employees, healthcare providers, community organizations, and regional and state partners to protect and improve the health of Montrose County residents.
